Background of Human Resources Management Division

The Human Resource Management Division (HRMD) officially commenced its administrative operations on April 5, 1993, with the opening of a temporary office at Rumah Setia, Jalan Taman Budaya, Kuching. It later relocated to Pusat Latihan Telekom, Jalan Sultan Tengah in early 1994 to begin the 1993/1994 intake session for the first group of students. BPSM subsequently moved to the temporary campus in Kota Samarahan in mid-1994 and operated on the ground floor of the Chancellor Building. This division relocated to the permanent campus on April 19, 2006, situated on Level 2 of the Chancellor Building and Rumah Universiti, Kota Samarahan. This division was established under Section 4(1)(v) of the Constitution of Universiti Malaysia Sarawak 1998, under the Universities and University Colleges Act 1971. BPSM reports directly to the Registrar.

In line with changes and current needs, studies and improvements have been implemented to ensure that UNIMAS remains relevant, respected, and referenced. As such, a Special Executive Committee Meeting on August 1, 2013, approved by the University Board of Directors Meeting Bil. 04/2013 on September 6, 2013, agreed to approve the Restructuring of UNIMAS Organizational Structure and Review of University's Main Committees.

This restructuring took effect on January 2, 2014, where the Human Resource Development and Management Division under the Registrar's Office was divided into the Human Resource Management Division and the Human Capital Development Division. The University's Human Resource Management is supported by units under BPSM as follows:
  • Recruitment and Organization Development Unit
  • Career Advancement Unit
  • Service Management Unit
  • Emolument Unit
  • Administration and Finance Unit
The Special Executive Committee Meeting Bil. 2/2019, held on February 1, 2019, approved the Improvement of the BPSM Organizational Structure by enhancing the existing structure. The establishment of the UNIMAS Leadership Centre in early 2020, which took over most of the training in the Human Capital Development Division, led to the relocation of the Leave Management Unit back to BPSM. The appointment of a Psychology Officer, Grade S41, on May 3, 2021, in BPSM, responsible for planning, implementing, and coordinating counseling activities for staff as well as managing mentoring programs in human resource management, completed BPSM.

The new BPSM structure is led by four (4) sections and their respective units:
